In a landmark bilateral collaboration between Colombia and the Netherlands, a transformative initiative is underway in the vibrant city of Cartagena. Water as Leverage Cartagena – Construyendo con el Agua is a trajectory based on the methodology of Water as Leverage, involving local, national, and international stakeholders. The program aims to invest 'the millions' during the early project development phase to unlock 'the billions' for implementation finance, thereby supporting sustainable and resilient economic development in Cartagena.

Aligned with key policy ambitions such as the ‘Plan 4C Cartagena Competitiva y Compatible con el Clima’ (2014) and the ‘Plan Integral de Gestión del Cambio Climático’ (2022), Water as Leverage Cartagena seeks to address water and climate challenges through innovative, design-driven solutions. These solutions focus on leveraging investments in infrastructure to tackle climate change adaptation and urban water management challenges.

Water as Leverage Cartagena emphasizes the importance of collaboration and support from local partners. Multidisciplinary teams will play a crucial role in the process, facilitated by the Government of the Netherlands, in partnership with the Alcaldía de Cartagena de Indias, Colombian national authorities, and national/international strategic partners.
